Bin Enquiry FormCouncil’s statutory role, via its building function, around the plumbing issues that arose at the Masonic Village, Woburn and steps that we are taking to ensure the matters raised are addressed are set out below.
All parties involved are disappointed in the current situation.
Although no complaints from residents of the Masonic Village have been received by council, staff are working closely with the Masonic Villages Trust and look forward to receiving the full audit report the Trust has commissioned on the plumber’s work.
Plumbing issues at Masonic Villages apartments in Woburn were reported to Hutt City Council by the Plumbers, Gasfitters and Drainlayers Board (PGDB) in July 2018. As soon as council was advised we were in immediate contact with the building owners.
The Masonic Village Trust took measures to manage the issues that had arisen, including charging all floor wastes throughout the building and remedial plumbing work.
Officers, having no right of entry nor statutory ability to address these concerns, proceeded to meet with the Masonic Village to make sure the remedial work was being carried out.
Council received written and verbal reports from the Masonic Village Trust stating that progress was being made.
Inspections are limited to what can be seen at the time of the inspector’s visit. For such work we are dependent on the registered plumber to certify the work that informs the decision to issue a Code Compliance Certificate.
For a building complex of this size, the plumber provides a Producer Statement at the completion of work (PS3) certifying that work.
Council received these statements certifying the plumbing work, as part of the application for a Code Compliance Certificate.
The understanding is that the remedial work has substantially been completed and council is awaiting final verification commissioned by Masonic Villages and undertaken by Maynard Marks that independently verifies the remedial work.
Additionally an investigation is being undertaken by the Plumbers, Gasfitters and Drainlayers Board into the work of the plumber.
When council receives a copy of the PGDB report, it will reflect on the findings.
