Final inspection
Before Council can issue a CCC we must carry out a final inspection of the building work.
You can apply for a final inspection when:
Once your application has been processed, we'll contact you to confirm a time for the final inspection.
We'll use the results of this inspection to decide if we will issue a CCC. You'll be notified about this decision in writing.
We must make a decision to either issue or refuse to issue a CCC within 20 working days from the date your CCC application was made (unless it is suspended for further information).
If we need more information we'll issue a request for information (RFI) and the application will be suspended until we receive this information.
All outstanding fees must be paid before we can issue a CCC. These include:
You can pay online, by credit card over the phone 04 570 6666 or at the front counter at 30 Laings Road, Lower Hutt.

If we refuse to issue a CCC
We occasionally refuse to issue a CCC. This is usually because:
If this is the case we’ll write to you and explain why we’ve refused your application for CCC. Our letter will include an invoice for processing costs.
If you believe this decision is wrong you can ask the Ministry of Business, Innovation and Employment for a determination. Determinations are legally binding decisions on disputes or questions about the rules that apply to buildings. To find out more about determinations, go to MBIE website. Check the ‘previous determinations’ on the website – some of them might be about situations like yours. A determination can be appealed to the District Court.
As a BCA, our Building team welcomes feedback from our customers. We want to hear from you if you feel dissatisfied with any part of our service related to building consent processing, inspection or issuing a CCC.
