You don't need a building consent if the fence is under 2.5 metres high.
You can find more information on exemptions in MBIEs Exemptions Guidance for Schedule 1 of the Building Act 2004. Exemption 9 – Fencing and restrictions covers what is and isn’t allowed for fences and hoardings and also restricting access to small heated pools.

For boundary fences, it's important that you talk to your neighbour and get their agreement on the type of fence and the cost. Generally both neighbours should share the cost equally.
