The responsibility lies with building owners to ensure that their buildings are safe, and to have their buildings assessed (under the Building Act and the Health & Safety at Work Act).

The responsibility for assessment of buildings falls to building owners.
It is only when a state of emergency has been declared that Council have the power to inspect private buildings. Council officers are working alongside building owners and engineers to ensure buildings are safe. If there's evidence that a building may be dangerous, then Council officers have the power to inspect it. Building inspectors did on-site inspections of every building in the city on the earthquake-prone building list on the day after the November 2016 earthquake.
Ask the building owner, landlord, body corporate or employer if an inspection has been completed by a chartered professional engineer. Ask to see the inspection report. If they refuse to do so, report this to Council or to the Tenancy Tribunal.
If you are concerned about safety and you haven't been told that the building has been checked, do not enter the building. Stay with family or friends, or contact the Citizens Advice Bureau.
Talk to the building owner about your concerns. Council encourages free and frank conversations between building owners and other parties in this situation.
