The Pre-election Report was introduced in 2010 as part of a series of reforms to achieve greater transparency and accountability within local government agencies.
The Pre-election Report 2019 (PDF 3.5 Mb) contains Council’s financial statements for the three years preceding the election year (2016-2019) and three years following the election (2019-2022).
The Pre-election Report is an opportunity to inform communities on Council’s financial performance since the last election and to give an overview of what is expected to be achieved in the next three years, particularly in relation to financial goals. This Pre-election Report is prepared by the Chief Executive independently from current elected members. The Local Government Act 2002 requires that no statement or narrative by or photograph of any elected member be included in this document.
The Pre-election Report is produced for the general public to encourage and enhance discussion and debate on the key issues facing the city. It offers context to election campaigns and elections more generally and provides financial information to consider alongside Council’s strategic direction.
