Before you apply
Applying for a resource consent can be a time-consuming and complex process. If you expect your activity to have more than a minor effect on the environment, we recommend that you:
- ask a professional – such as engineer, surveyor or resource management consultant – to help you prepare the application, the assessment of environmental effects and other documentation
- get in touch with us to arrange a pre-application meeting. We’ll work through your project and what you want to achieve, and provide you with information and advice on how to apply. We can also check whether you need a building consent too
- learn about your obligations under the Resource Management Act 2014. Your resource consent – and your activities – must comply with its requirements.

What do you need to provide?
To apply for a resource consent, you need to provide:
- a completed application form (PDF 173 kb)
- an assessment of environmental effects. Read our information sheet on preparing an AEE (PDF 157 kb). If your project involves minor works, such as residential additions and alterations, you’re welcome to use our template (PDF 221 kb). However, if your proposal is complex or could have significant effects on the environment, you might like to employ an expert (such as an engineer, surveyor or resource management consultant) to help you
- a covering letter outlining your proposal
- plans of your proposal (to a scale of either 1:100 or 1:200)
- if applicable:
- the legal description of the site and street address
- a Certificate of Title for the property (no more than three months old) and copies of any relevant interests on the title, such as consent notices and covenants
- the type, location and size of your proposed activity
- details of any consultation you’ve completed
- approvals for your proposal from affected parties (PDF 134 kb). Note they need to sign the plans as well as the form
- if a building is involved, plans of your proposed activity, including elevations and floor plans
- features of the site, including levels or contours
- an indication of car parking layouts and access points
- details of off-site effects such as traffic generation, shadowing and noise generation
- details of landscaping, fencing and storage areas.
Lodging your application
You (or your representative) can lodge your application:
- online
- by delivering it in hard copy to Council's main building on Laings Road,
between 8am and 5pm, Monday to Friday
- by posting it to us at Private Bag 31-912, Lower Hutt 5040.
