Application fees
The cost of a resource consent application will depend on whether we decide (after reading your application) that it’s ‘non-notified’, ‘limited notified’ or ‘fully notified’.
- Non-notified – we approve your application because either there are no effects or the effects are minor, and where relevant you have written approvals from the affected parties
- Limited notified – we write to any affected parties from whom you don’t have written approval and invite them to make submissions on your application. They have 20 working days from the day they receive our letter to make a submission
- Fully notified – we consider that the effects of your proposal are significant enough to invite the wider public to make submissions. This can result in a hearing.
If your application is limited or fully notified you’ll probably be charged more than if it’s non-notified, because of the extra costs and work involved (such as for hearings). You’ll also have to pay for any advertising, printing and copying costs.

Note that:
- if we don’t issue our decision on your application within 20 working days of receiving it, we’ll reimburse 1% of your application fee for every following working day, up to a maximum of 50% of the fee
- if you withdraw or cancel your application, any refund we pay will be based on the amount of time we’ve already spent on processing it.
Additional fees
Once your application's been processed you may have to pay additional fees – but we’ll let you know about them well in advance.
These fees include:
- processing fees for the resource consent planner’s time
- fees for consultants engaged to look at your proposal, such as an urban designer, landscape architect, heritage architect or traffic engineer
- a development and reserves contribution fee if you’re subdividing land to create new additional lots or additional dwellings
- a Reserve Impact Fee if you’re proposing a development in a business or commercial activity area that will intensify the land use.
Once you start building, there may also be fees to cover our monitoring and supervision costs, such as site visits, research, photos, communications and administration.

Fee savings
We support sustainable building initiatives by charging special resource consent application processing fees for:
- domestic solar hot-water-heating panels
- solar water-heating systems
- hot-water systems (wetbacks associated with wood-pellet stoves and low-emission wood burners)
- hot-water heat pump systems
- solar photovoltaic systems
- double-glazing retrofits on houses built before 2000
- rainwater tanks.
