New resource consents and consultation
Before any new resource consent applications are lodged, we need to look at the possible options for the temporary discharges of the treated wastewater. This will include the existing arrangement as well as other options.
We’ll be talking to the community and stakeholders about these options and will be seeking their input. Their feedback will form part of the consent application.
Background
There are two consents expiring on 1 February 2018.
They are consents to temporarily discharge treated wastewater:
- when the main outfall pipeline is being repaired, and
- to the Waiwhetu Stream during and/or immediately after heavy rain events when flows exceed the capacity of the main outfall pipeline and the storm tank system is fully utilised.
Project and consultation timeline
Stage 1: Investigate and consider alternatives
- October 2016: Introduce stakeholders to the project
- October/November 2016:
- Meet with stakeholders including mana whenua, the Waiwhetu Stream Consultation Group (from the existing consent) and other interested parties to:
- Provide an update on the ‘long list’ of options and the process for selecting initially a short list and then the preferred option.
- Invite input into the various options and selection of the preferred option
- Get feedback from community on short list of options
- November 2016: Update Council officers
- December 2016: Final assessment of short list of options and selecting the preferred option (with input from community feedback)
Stage 2: Identify the preferred option
- February 2017: Update Council officers and councillors
- February 2017: Update all stakeholders and seek feedback on preferred option through Council's Annual Plan consultation
- April – May 2017: Feedback from Council's Annual Plan consultation received
- Update to all stakeholders and any further engagement with stakeholders as required
Stage 3: Prepare the resource consent applications
- July 2017: Confirmation of the resource consent application.
- Lodge with Greater Wellington Regional Council (by 1 November 2017)
