An adequate supply of housing that suits the needs of Lower Hutt people is vital to the health of the city.

Introduction

The following documents analyse housing demand and supply in Lower Hutt. They provide some of the evidence Council and the community will need:

to develop a housing strategy
to support the full review of the Lower Hutt District Plan, and
for other long-term planning.

What we need

A prosperous and vibrant Lower Hutt depends on having an adequate supply of housing for new and existing residents, and a wide range of housing types suitable for people at different stages of their lives.

Challenges

The challenges the city faces are insufficient greenfield (undeveloped) land for housing development and a narrow range of housing types, particularly for those approaching retirement and young couples looking for an affordable first home.

As a result, renters and house buyers have been experiencing declining housing affordability for several years.

Housing and Business Development Capacity Assessment

This assessment looks at the demand for and the supply of housing and business development capacity for the 30 years to 2047.

It is required under the National Policy Statement on Urban Development Capacity, to ensure an adequate supply of business and residential space in the mid and long-terms.
