Bin Enquiry FormCouncil proposes to make a new Traffic Bylaw 2017 and in doing so revoke the current 2007 Traffic Bylaw.
The proposed 2017 Traffic Bylaw seeks to regulate a wide range of activities undertaken on roads within Lower Hutt. The bylaw sets standards for public health and safety, protects the public from nuisance, minimises the potential for offensive behaviour and manages property owned or operated by Council for the wellbeing and enjoyment of the public using the road.
The proposed bylaw will replace the existing Hutt City Council Traffic Bylaw 2007.
The 2017 Bylaw will ensure we maintain adequate controls and monitoring to make sure we meet public expectations around maintaining safe roads in Lower Hutt.
Due to growth in the volume of traffic, we will face increasing demand for parking spaces and use of the overall road network. Increasing congestion is another challenge.
Council plans to address some activities related to parking and traffic that create problems on Lower Hutt roads. These activities may cause:
There have also been a number of changes to parking technology since the 2007 bylaw was made. These changes have meant people now have many ways to pay for their parking. We plan to use new parking technology to make it easier for people to comply with parking restrictions: the bylaw needs an update to cover these new types of technology.
There have also been significant changes to traffic legislation in recent decades. The Land Transport Act 1998 has come into force, along with its associated Rules, including the Land Transport (Road User) Rule 2004 and the Land Transport Rule (Traffic Control Devices) 2004. The 2007 Bylaw needs updating to make it consistent with the legislative framework.
